help! photo retouch

Hi all, I need a photo retouched a bit. It is crap quality but the only one I have. Nothing drastic, just want to remove under eye dark circles, red eyes, make skin look smoother … just make it a little more presentable. Can anyone please help or point me in the right direction? Thanks, Bosupe
