This is great story an well worth reading the whole way including the comments.

    http://www.computerweekly.com/blogs/when-it-meets-politics/2013/07/bt-to-give-fibre-to-the-premis.html#

    The Plot in brief.
    1. Fed up with lousy internet connections, self start rural initiative, B4RN, are building out their own FTTH service through rural Lancashire including the village of Dolphinholme.
    2. The B4RN roll-out nears Dolphinholme and residents start expressing interest in getting connected.
    3. BT supporting resident of Dolphinholme contacts Lancashire County Council and, hey-ho, LCC come up with supporting funds to assist BT to provide FTTH to Dolphinholme at the drop of a hat.

Note the Barry Forde mentioned in the piece is the technical and inspirational genius behind B4RN.

Perhaps there's another side to the story but it looks awful for BT and Lancashire County Council.
