Cleaning Stains off Concrete Wall

Couple of years ago I got a small wall hired by about 4 blocks and the cowboy that did it used washing up liquid in the mix.

Ever since the skimmed original wall below the new blocks have creamy streakey stains in quite large areas.

Looks as if these stains leaked down from the joints in the new blocks.

    How to clean/remove.

Tried wiring brushing them off yesterday but while it removed the looser powderly stuff the coloured stairs still show.

Any ideas lads how to removed them as I don't want to disguise or just paint over them as the original wall is sound and well finished.

Try diluted bleach with water and spray it onto the wall with a weed sprayer. I have seen it done to the red stuff that grows on non painted walls and it takes it off when it rains
