Possible animal neglect

    Im not sure if this is the right place to post so mods please move if needs be.

    I came across 4 donkeys today on public land - a beach.
    Two of them were in awful condition. ribs sticking out and hooves that sicken me to think about. it was as if the poor things had size 10 shoes on. ive never seen anything quite like it

    So who can/should I report this to?

    ISPCA I'd say are your best bet? *possibly* the county council, but I'm not fully sure tbh, hopefully someone else might know for sure...
