Sorry if this is a dumb question. If a Tax Disc displays 07-13 and underneath in small writing it has 07-05-13 does that mean that (a) the tax expires at the end of July or (b) that it expired on July 5th?

If it displays 07-13 then it expires on July 31st 2013. The smaller date of 07-05-13 is probably the date that the disc was issued afaik.
