    are the spca obliged to have a name card/badge ?
    to show who they are ?

    None of the SPCAs are statutory bodies op, and have no legal powers, unless they happen to also be running the county pound (a very curious anomaly), in which case their appointed warden would be obliged to present ID upon request.
    Otherwise, there's no legal obligation on them, though I'd imagine it's considered good practice to show ID on request. But that's all it'd be, is an in-house guideline.
