Hi I bought a car last week saturday and I was advised by the owner that he would have the logbook sent on moday to department of transport for change of ownership, but upon checking with department of transports website for vehicle transaction, showing that logbook not received by them, I want to tax this car plus have an offer for selling it, but because of logbook I cant do anything with the car, any advise how to get a logbook easily or sell the car to someone else now? Thanks.

Contact the previous owner and remind them to post it. If you get no joy then maybe a few trips through a toll will probably job their memory.

Errr, don't forget the VLC is dated and signed by the buyer so any toll charges incurred after that date will be the responsibility of the buyer, not the seller. Even if the seller gets the notice all he has to do is say he had sold the car and the toll operator will get the OP's address from Shannon instead.
If anything the seller could rack up tolls and the OP would be billed.

OP, I don't think the website shows when the VLC was received, just that it was processed so it's probably sitting in the middle of pile somewhere.
It seems you can tax the car anyway without the VLC. See the last section of this link
