Are PayPal able to see eBay accounts?

    I bought a dress on eBay. It said dress would take 30 days to post. So after a month I emailed seller he said would be a few more days. He strung it out until I was too late to open a claim. He eventually after months refunded me. I didn't pay much attention was just happy money was in my account. What the seller done tho was refund me from a different PayPal account than the one I originally paid. He put the refund through as a purchase. He has now opened a claim saying I have not sent him his goods and PayPal have taken the money off my card and are holding it to give back to him. I phoned PayPal explained but its made no difference. Can PayPal access my eBay if I give them permission it's the only way to prove he is scamming me.

    I never got the dress. I paid him after 3 months he eventually refunded me.

    You need to go to Paypal resolution centre and see what it says .

    You probably need to respond through Paypal and tell them that you never received item, and tell them everything else as well

    The seller will then be asked for proof of delivery , which he will be unable to do , and you will win the case .

    the thing is he is not saying he sent the dress. he is saying that I was supposed to sell him a dress and I didn't send it to him. The reason he is able to do this is he gave me my refund but used a different paypal account to the one I paid him into for my dress. He put it in my account as a purchase so as far as paypal are concerned I am the one who owes him.

    Still go to Paypal , and tell them that no transaction took place .

    PP will them contact the other party and ask him to provide proof of purchase which he cannot do .

    You can also go to your email inbox , and forward the email he sent you to spoof@paypal.com
