    If a player signs in for a competition and goes to the first tee but it starts to rain heavily, the 3 decide not to play or even hit 1 shot. Can they put their cards in as NRs to receive point 1?

    as far as I know you will automatically receive point 1 (even if you don't hand in your card)
    Unless the whole competition is called off.

    I could be wrong though.

    You can, but it would be considered cheating, the correct thing to do is get a refund and make sure you are signed out of the computer.

    Yes of course, but I doubt very much that many places will give you a refund especially if the course is open, but whatever happens you should make sure you are signed out of the competition.
