Fair Deal scheme question - what if person dies?

If a person who has been on the fair deal scheme & paying the 5% top up as they go along (so not availing of the loan), dies when they are 2 years in to the scheme - is there a balance to be paid to the HSE and/or revenue to make up the amount to 3 years worth?
