Customs tax question

Hi. I'm heading to the states for a shopping trip and on my way back ill be stopping in London for a couple of days. What way does it work with customs tax? Do I pay it in London? Is the rate similar to here? Will I be stopped again in dublin? Can't find anything on google and I'd like to know what to expect.
