To be honest I wouldn't recommend it. I also got the receipt as I passed my Driving test not long ago and I don't expect to be doing any driving at all until my full licence arrives in 3 to 4 weeks. :) I also asked the woman behind the counter in the tax office and she said "No, that is not a driving licence" :)

Driving tester said it would be right , I can't find anywhere in the law that says its illegal

Technically it's probably not legal. On the flip side it's one of those things where you'd need to be pulled by a stickler of a guard on his worst day for them to actually do anything about it.

I passed today as well. Person in the motor tax off said and quote as she wrote out the receipt "Dont worry you can drive away until your licence comes just keep the receipt in the car." I photocopied my certificate of competency and my old permit onto a single page and have it in the car. ADI said I could drive away as well but told me to get onto the insurance company for some money back! Waiting time for licence in Cork is only 7 days but she said probably sooner :D

    tl;dr Drive away!
