    Have PPR

Bought shell of house not suitable to live in yet in Oct 2012
Doing up now should be ready to move into as PPR late 2013
    Paid property tax on both

    Do I owe NPPR 2012, 2013 ?

    Thanks :)

2012 NPPR liability is based on ownership as of 31 March 2012 so you would not be liable for NPPR for 2012. If house was "used or suitable for use as a dwelling" on 31 March 2013 then you are liable for the 2013 charge
