Irish Bank Account for foreign Students

Hi all, I am wondering what is entailed in a foreign student creating an irish bank account. They are studying here for a few months (6 months) and want to set one up. One has an EU Passport (Spanish) while the other is outside of the EU (South American) and here on a visa.

Do they just need a passport and or driving license, and also a proof of address and proof of studies to create one, or is there something where sufficient funds (i.e €3000) are needed?

From this, if they want to get a PPS Number, to legitimately work part time here, whats entailed in getting this number?
