how do I set up a public wifi hotspot

    I want to set up public wifi in my freinds cafe. They have a tp link modem/wireless router upstairs in the office that their work pc is plugged into but it barely reaches the restaurant floor. I've been looking a bit at hotspot gateways but i've also been looking at a U.S based solution called open mesh, although I don't think the hardware is compatible with our 220v.
    I would rather not just open the router or provide a key for unlimited access as there are a couple of apartments nearby and I'm sure they would take advantage of it.
    Any advice?
