Talk to the pharmacist that she's doing her placement with!

Or contact the course coordinator or the student's union where she's doing her studies, they should be able to point her in the right direction.

Try find someone locally. There are usually people around who can give that level of grinds. 1st year Chemistry might be well within the capability of someone who gives grinds to secondary school kids.

Try the IT's and colleges closer to you, particularly the ones offering similar courses or that have a Science faculty/School of Chemistry for anyone that gives grinds.

Failing that try the secondary schools to see who gives chemistry grinds in the area, they could be able to give 1st year college grinds also.

Other than that, try sticking up notices in the local supermarket/shopping centre.

It is worth getting your hands on the 'Revisewise' chemistry book and working through that. I would also suggest that she sits down with this year's exam paper and some other past ones and goes over them. Most lecturers will answer questions if you contact them by email and if she can contact a second year or graduate they could also help.
You could also go to IACPT, Irish Association of Community Pharmacy Technicians on Facebook and ask for help there.
