Which countries our insurances are valid in?

As we all know our insurers might differ in relation to cover they offer abroad - f.e. some might limit time of comprehensive cover to 30, 60, 90 or other amount of days, or imply other limitations.

However third party cover which is only obligatory cover is valid through the whole period of policy abroad, and this is with every insurer as they are obliged by law to provide it.

Question is - which countries does it cover?

My Policy document (Allianz) has the following phraze:

This insurance shall operate in terms of this Policy in respect of Private Cars in the
following countries: Republic of Ireland, Northern Ireland, Great Britain, The Isle of Man,
The Channel Islands.Your Policy is automatically extended to cover You to travel to or on
the Continent of Europe for up to 60 days in any period of insurance.
The insurance also operates during the course of Sea Transit, Channel Tunnel Transport or
Rail Transport (including loading and unloading).
For travel to any country not referred to above, or if Your intended period of foreign travel
exceeds 60 days you must contact Us.
We will also provide the minimum legal insurance required by law to use the Car in any
European Union country and any other country which has made arrangements to meet
the minimum insurance requirements set by the European Union.

Part in bold is relevant.
Is there any list of countries that made arrangements to meet the minimum insurance requirements set by EU?

So after quick read through those links, it looks like that once I obtain green card from my insurer I'm free to drive in any of 46 countries that are members of green card system.

For other counties you are usually obligated to buy short-term insurance on the border.
