handlebar stem help

    I have run into a problem while trying to replace a worn headset I have found that the retaining bolt on the stem will not move. The bike is from the late 70s , a peugeot tandem as it happens . The handlebars are aluminium while the bolt is steel. I imagine the bolt is rusted in place . Any one got any ideas . Im considering drilling it out.
