Motor Tax Rates for Commercial Vehicles

I have a VAT-registered company and have just purchased a new (131 Reg) car van. While I will mainly be using it for business purposes, I will occasionally be using it for private use.
I was intending to register pay motor tax at the private motor tax rate rather than the commercial rate; however when I attempted to pay on-line, the Basis of Assessment was on engine cc rather than CO2 emissions. The motor tax website does not state anywhere that privately taxed commercial vehicles are based upon engine cc rather than CO2 emissions and neither does the citizens information website.
I emailed the motor tax office who said that it must be either taxed commercially or be based upon engine cc. This will cost me an additional € 314 annually if I tax it privately or € 130 if I tax it commercially.
Has anyone had any experience with taxing a commercial vehicle at the private rate and does the Basis of Assessment always have to be based upon engine cc?
