    Is this such a thing?

Heard that if someone is signed in on the console when you download something they get access to it as well, would like to give my cousin the me3 addons if it is true.

If he's playing on your console he'll be able to use them, but you cant go to his house, sign in as you and download them. they're registered to your console.

    http://support.xbox.com/en-US/xbox-live/marketplace-and-purchasing/download-content
When you purchase content, you receive a license to use that content. The license has two parts: the system license and the local license. The system license applies to the gamertag that purchases the content, and the local license applies to the console where you first downloaded the content.

And I lifted this from another site.(slightly edited)
Basically when you buy dlc GoD or other content you get two licences one is the account licence with it you can play the game on any xbox as long as the account you bought it with is signed in and connected to the internet. The other licence is a console licence this means that any account signed onto the xbox can play it regardless of whether there is an internet connection or the account that bought it is signed in. The console licence is automatically on the first xbox you download the content onto. Doing a licence transfer will transfer the console licence to whatever xbox you are currently signed onto (you can only do this once every 4 months). By doing a licence transfer to your cousins xbox he will be able to play any of your previously bought content on his xbox with his account no problem (you will still need to sign in and go to purchase history to re-download them or use a usb to copy the files over). Then on your xbox you will still be able to play the content as well as long as your signed in.
