My housemate accidentally uninstalled Windows XP from her laptop, and now believes she needs a Windows XP CD to reinstall it and have access to her work.

Does anyone were you can get such a CD in Dublin, preferably without having to fork out a fortune?

    How did she uninstall it?
If she didn't erase everything then boot the laptop using a bootable cd or USB stick and copy everything she hasn't already got backups of before attempting any reinstall.

Check if there's a recovery partition

I would strongly advise that she gets her data off the laptop before going at it with either the restore partition of the hard drive (factory reset) or an XP disc. Two ways of doing this: download a copy of linux (unbuntu/ mint etc) and boot the laptop from the linux disc and she should be able to access the hard drive and get her files out of there and onto a portable drive or usb key. She could also remove the hard drive and place it in a usb caddy and connect it to another computer and pull her files back that way.
