Fees Office refusing to give me my grant

I am in a bit of a dilemma here, I recently got my grant approved just over two weekds ago (due to personal and medical reasons) which covers tuition and registration along with 300 euros. I need the 300 to cover the 155 capitation fee but the fees office will not give it to me, I said I needed it to pay the capitation fee but all the woman at the counter says is that it should have been paid in September......what the f**k like? I can't find work at the moment so I have no way of paying it off without the grant.

    Are they allowed do that?

I don't know which VEC you applied through but what happens in general is the tuition fees etc from the grant get paid directly to the college while what you get in hand(i.e the 300 euro) should have been put into your bank account. This is the way it was with me for the last 4 years but may not be the case with you. I'd contact the vec you applied through to find out if the money has been paid.

The City Council pays for the tuition fees and registration directly through the grant. The additional money I am supposed to get then is sent to the university in the form of a cheque which is meant for me then I collect it. However, it is being withheld from me.

From the FAQ section of the Fees website:

What do I need in order to collect my maintenance cheque?
In order to collect your maintenance cheque from the Fees Office, you need to have registered for the current year, and have paid the appropriate fee; €155 for undergraduates, and in the case of postgraduates, the shortfall between the upper limit of the Fees set by Local Authorities (€6,270 in 2012-2013) and the total Tuition Fee. You will also need to present your current student i.d. card.

Student Debtor Policy from the UCC website:

    http://www.ucc.ie/en/media/support/financeoffice/fees/StudentDebtorPolicy201213Final8.8.12.pdf

1 A Student Contribution Charge of €2,250 and a Capitation fee of €155 are payable in full by 1st Year EU Undergraduate (New Entrants) students at registration. Where students are unable to pay the full Student Contribution Charge/Capitation fee at registration due to their financial circumstances, they will be permitted to pay in two instalments.

3 Where written evidence of an application or award from S.U.S.I is provided at registration the minimum first instalment payable will be €155.

5 The balance of the Student Contribution Charge is payable in January 2013.

10 Ongoing EU Undergraduate students who are eligible for a Local Authority/VEC grant and eligible for Free Tuition Fees must pay €155 at Registration

You have to have paid your 155 to qualify for the maintenance grant. You cannot use the grant to pay your capitation, if memory serves correctly.
