Neighbour's stray beast

What recourse do I have in relation to a stray animal that swam the river over a month ago and has taken up residence in the REPS 5' prohibited zone between the wire and the river?

My conscience neighbour seems oblivious to the issue and the mad bit*h (the cow!) will not come out through the gap in the wire for me, I'm sick of looking at the feking thing and just want it gone.

Bar making it swim home, it's not a small river and this is a rare event, because knowing my luck she'll drown, not that the owner will care, but I will, what are my options (and no she's not freezer suitable;))?

    Dialogue is the key.
    Talk to the neighbour.
Tell him that you have a REPS inspection and that he is likely to be penalised if his animal is found on your land.
She'll be gone in an instant!

Surely she could walk back through the river at this stage.
