Roofing Felt

    I'm putting new felt on my garden shed. 8 years ago i re-done the shed, at that time i put the new felt on top of the old felt as the tacks i had were long enough.

    This time around i was considering removing that layer first. But then i was thinking why not simply add the new felt on top of that (this will then be 3 layers), and just use screws, but put them through rubber washers.

    Would this work ? Would the washers stop rain etc. or should i just take of the previous layer and do it the normal way (trying to save me time).
