Getting married in portugal paperwork problem

    Hi, can anyone help with this question.

    We are getting married in portugal at the end of September. We thought we could apply for the paperwork 3 months in advance but we were actually looking at the wrong information (local registry office) and should have been looking at dfa we says 4 months in advance which is time we dont have (3months 3 weeks time)
    "Applications should be submitted at least four months before the date of the marriage. However, they should not be completed more than six months prior to the date of the intended marriage."

    This would seem to be a major problem but then on the website it states
    "Applications submitted 28 days or less before the date of the intended marriage or civil partnership will incur an additional fee of €60 per Irish applicant."

    Now i'm confused, is it just a rule of thumb the 4 months in advance and we only get penalized if we are within 28 days. Just wondering if anyone has advice of experience of this? I'm actually okay with paying the penalty for being an idiot but i dont want to apply and then find that we were are completely late.

    Also has anyone any experience of just getting married "civil ceremony" in Ireland and then doing the "church ceremony" abroad. It would not be ideal but wondering if that would just be an easier option
