patio joint sealer

    Hi
    I have a patio with rough/natural edge liscannor stone slabs. I want to fill the joints with mortar to about 1/2 inch below the surface, then fill in to the top with small coloured gravel pebbles.
    I then want to seal or bond the pebbles in the joints.

    I have seen this done in garden centres, but not sure what the bonding agent is.

    Would polybond PVA work?

    any other suggestions?
