Anyone help me out here on a local level.

I need a windows operating system, like win 7, for a notebook, as my own has gone missing

notebook is messed up with ****e and need to do a clean install.
I can get a upgrade to win 8 on microsofts site i think for 20 euro but i dont like it and i dont think my little notebook would be up to it spec wise,
    any help would be great.

Windows 8 uses less spec than 7 so just upgrade. Its actually much better once you get used to it.

The start button is coming back in next upgrade if you really want it. Probably wont care by then.

afaik, laptops these days store you re-installation files on a seperate partition on your hard drive which you access through the bios boot up screen, you will need your product code which may be on a sticker underneath your laptop.

The problem is, it a acer notebook, was bought in spain, it has a win 7 starter licence key under the battery,

    But !
The partician was destroyed due to a english version being installed, so cant go back.

So i need a win 7 starter disk to reinstall the system

Forgot to mention also that the system that was installed on it did not need a license key !!!
So i cant upgrade either only a new install

Not a Waterford City-relevant topic. Moved to Operating Systems >Windows.

You can run the upgrade from a version with no License key. Youll get a new license key emailed to you as soon as you pay. Its not the windows 7 license key youll use again. Thats what i did.

Bought a laptop with no OS. Got windows 7 from that site the music industry hates and then bought an upgrade to win8 through microsoft site.

They sent me license key which i used on a version of windows 8 i also got from said site.

You do the same and youll have Win8
