free VCDS version AND cruise control install?

I'm doing a bit of checking online and it seems I could get cruise control installed on the car, Octavia I.
Few things Id like to clarify

Physically I can remove and fit components, and if I have a set of instructions I can follow this to carry out the job safely.

I'm looking to see if I can find the instructions/certain steps to carry out to prevent me (if I attempt this) blowing an airbag or screwing up some settings in the.

Also to see, if I can make the necessary setting changes using the free version of VCDS?
Ultimately using it to read fault codes to locate any problems, replace faulty components clear the fault codes and view settings within the ECU
I see cables (USB-OBDII?) for connecting to the diagnostics plug connection available on ebay, suitable or not?
