I suppose you have the right drivers Jamie? Also the right version eg 32bit or 64 bit

Does the 7950 show up in device manager?

Do you do a clean install? Although the 'lines and dots' are worrying signs. Does the fan speed up quickly?

Did you get an installation CD? Install those drivers first and get back to us then.

What 7950 do you have? Does it have 2 6 pin connectors, or 6 + 8 pin connectors? Or even 8 + 8 (less likely, but possible depending on model).

Make sure both power 6/8 pin connectors are connected.

Seems a driver issue then to me

Delete the driver in device manager, restart in safe mode and delete everything AMD and restart and then try installing the driver again

Also try putting the card in another PCIE slot

Another one is to try the card in another computer

Did you try disable the onboard gfx in the bios/uefi and see if windows picks up your card and installs generic driver?

Sapphire vapor-x OC WITH BOOSt 7950 has 8+8 pin connectors

And you have both connected? Try out what the other guys are suggesting, they're a little more knowledgeable than me.
