Buying house, got snag list, one worry

    As above, i am soon to be buyer.
    New house, finisheed 2008.d
    SNag list received today, states:

    Attic insulation is 200mm thick, this was as required by regulation as of 2008.
    However since 200o regulations have been upgraded and require 300mm now.

    Then surveyor suggest to quote builder for cost of adding addiotiinal 100 mm of fibre glass, which will be paid.
    Y question is?
    Should not this upgrade be for free included in normal fixes from snag list which builder has to do?

    Forgive typos, pad device is not best for such kind of postings...
