Maths OL Paper question

OK So I have the EDCO paper and here it says under the Paper 1: ''2012 SEC Paper 1 (Phase 3) (Taken by 24 Pilot Schools) and says ''The following are Phase 3 papers and this format will not be examined until 2014'' So does this mean that the format won't come up this year?
