Brought my sons 99 Starlet for the NCT it failed on a nearside dip beam.
The car also failed as i had not got my driving licence on me ,only had his and his Reg Cert.Never had any problem before as they never asked for my driving licence when getting other family members car done. I have to pay 28e for a retest and I thought it was only visual.

The headlight alignment would need to be tested on the lane so that is where the fee is coming from. If it was just an ID fail it would be free.

To be fair getting the headlights focused properly prior to the test is one of the most recommended things to get done prior to the test as it is a common enough fail, they even recommend it on the NCT website. They also introduced the licence thing a few years ago where the driver presenting the car for testing must produce their driver's license (not necessarily the owner of the car) so it's hardly a bolt from the blue. All this info is on their website so a retest and paying €28 in this situation could have been avoided.

Aye, they need to bring it inside to check the headlamp alignment, hence the extra cost.

The person bringing the car for the test has always needed to bring ID, havent they? This is not a new thing.

I think it has always stated in the info on the web site and booking letter to bring the vehicle registration/licencing cert and ID, but I have only been asked to produce these at the test centre in the last couple of years.

If it has to go on the test lane again then it's a full retest fee. If you fail to produce a driver's license then they will just not issue the pass cert until you come back with it.

I have been asked several times. Not always, but they make it very clear, both on their website and in the test centers, that you must bring ID with you each time you get a car tested.

IIRC, you are meant to have your driving licence with you every time you are driving the car.

Yes, but first of all it's not always possible, and secondly when you are presenting a car for NCT you are not driving it (it's parked at that time).

If your in control of a vehicle you need to be able to produce your license there and then. So if you drove the car to the NCT, the licence at the very least should be in the car. You don't have to physically have it on you at all times, day and night :pac: However, give all that there is no excuse for not having a license if you drove a car to the NCT.

    Ref: ID Query...

Direct from NCT main page on their website....
From 1st May 2012, failure to produce the required identification
(driving licence/passport) will result in your vehicle not being issued an NCT certificate at the time of testing.

Hence why in pervious tests you were not asked for it.

    There is.
Thousands of people had their licence taken off them by motortax offices for purposes of renewal, exchange, etc, and it takes weeks or months for new licence to arrive.
Is "not having a licence physically" not good enough excuse not to have it with you?

If you have handed your license in for any reason then you will have a receipt, which, although it is not technically a legal license, is sufficient should you be stopped by a Garda etc.

For the NCT it just needs to be photo ID; not necessarily a drivers license.

No, there was a few threads on waiting lists to get your licence back. Took me 6 weeks and had an NCT to go to. Brought a passport.
As far as I know, you only get a receipt if you deliver your licence application to the motor tax office desk by hand, you don't get them from postal applications.
It's taking people longer than 6 weeks too.

only drivers licence or passport accepted, not just any photo ID

True. Tested it out on myself, as I didn't have either and therefore wasn't able to present a car for NCT.
They didn't accept anything else than driving licence or passport.

It only might be sufficient if gard is in good mood.

As mentioned above - if not licence, then only passport - and not everyone holds a passport.
