I have a 1.6tdci focus and I don't have that problem the power seems reasonably even. And if you change to second and floor it it will pull instantly 3 seconds seems like a good bit without power. Is your car a 90 or 110 bhp what year is it I assume its mk2.

Was the fuel filter definitely replaced as if it was dirty I'm sure it could cause a reduction in power as the fuel wouldn't be getting through fast enough. Is it idleing rough or is the revs sitting around the 800 mark and not going up and down. One of the biggest problems with this engine is the egr valve according to my mechanic but I don't think a dodgy egr would cause a reduction in power it would just cause it to run rough or not start. Any lights on the dash. You could put the car in test mode self diagnostics mode if your stopped.

Check the vacuum pipe on the turbo actuator. It may have come adrift when the oil and air filters were being changed. Also check to make sure the MAF is plugged in.

It is very easy to check. The MAF plug is on the air filter housing where the main air intake hose is attached. If you follow the intake hose to the turbo then look at the bottom of the turbo you should see a round metal part with a rod sticking out of it. This is the actuator. It is operated by vacuum so check to make sure the vacuum pipe is attached. They often get dislodged when changing oil and air filters on them.
