Will this fail the NCT?

I reversed back into a wall and the rear bumper became displace. I managed to push it back into place, but I think one of the hooks on the inside may have been broken, hence it doesn't fit as snugly as it does on the other side of the car(see attached image). Will this be an NCT fail? Any help appreciated.

No, your bumper is perfectly fine as far as the NCT is concerned.
All is required is no sharp edges are exposed and the bumper is secure, i.e. not hanging off or flapping about.

No, That will not fail nct.
There are a massive majority of cars that have had tips and body panels not lining up perfectly.

Had a mondeo before with front bumper a lot worse than yours and was cable tied underneath and passed no problem

While I have yis here lads, could I ask about this? It's a crack at the top corner of the windshield. It was like this when I got the car and it had just passed the NCT at that stage.

It depends on where and how bad it is, bearing in mind that cracks tend to get worse over time.
See page 26 of the NCT manual (.pdf file)

So long as the crack is outside the specified zones or is small enough (inside the zones) it will pass.
