Vehicle change of ownership (ARGH!)

Apologies if this has been asked before, I didn't find it and I want to discuss my specifics. I recently bought my first car (yay!) but unfortunately was extremely naive about the whole thing and let my dad take charge, figuring he'd know more about it all. He did not. It turned out that when he collected the car from the dealer (not SIMI) he was told that only they needed to sign the change of ownership. Based on what's followed he obviously didn't see the actual logbook. So I rang them about a week later just to make sure that they had actually sent the forms off and because there was no NCT disk and wanted to check up on that. They were quite short with me, saying the forms were sent and they'd found the NCT disk and would send it on. Three weeks later, I got in touch with the tax office. It turned out that they had never sent anything on. So I rang them and and was told "Oh, we were just about to call YOU, we've got the logbook now, the owner had it in Donegal" so I told them that they needed to contact me when they were actually posting the forms, and the rang me later claiming they were doing it, I'll give it a week to find out if they actually have. But I was under the impression that they can't send them on without me signing them. Is that right? Also, surely it's fraud for them to lie like this. Is there any recourse available? My first choice is to find a way to change the ownership without having to deal with these shysters any more. But I was also wondering if anyone can tell me what the other options are? The car's been paid for (won't do that again without the logbook) and insured. At least if it all works out, I'll have learned A LOT.

Just to clarify, I'm also a little worried about the fact that my dad would not have asked the question "Has the vehicle ever been involved in a crash" because someone was telling me last week, not knowing where I bought my car, about having bought a car from them which they got six months out of before it completely gave out. When they took it be repaired, wouldn't you know, apparently it had been crashed before and was a write-off. So was wondering if the issues here allow me to return the car (it's still within the three-month warranty)
