What kind of rifle is it? You can but a rail with 20moa built into it which would sort your problem.

What range is your zero at?

If the scope is sitting correcting in the mounts then I can't fathom how you could run out of adjustment on a .22 - somethings gotta be setup wrong there.

    Solutions:
Put scope back where it was and re-zero
Better aligned rings (my guess is that you have a lot of windage adjustment dialled in to compensate for poor scope ring alignment, which then limits the amount of elevation adjustments on the scope)
Bring it to someone with experience sorting these issues and let them look at it.
New scope with more MOA of adjustments.

Firstly is the scope on right, ensure windage turret is at the side and elevation turret on top. Belive it or not this can be confused.

Check the cross hairs / aimpoint are centered in the tube- lossen the rings on the mounts just enough to rotate the scope 360 degrees, secure the rifle in a firm position, look through the scope and rotate the scope 90 degrees if the point of aim shifts your cross hairs are not centred therefore limiting the amount of adjustments.

Fill in more info for the tread ie, scope specs, height of scope mounts, zero range etc.

How certain are you of the following (assuming it rings you're using):
    - the rings themselves are a matched set
    - the rings fit the rail properly
    - the scope is shimmed equally in both rings

If you're dead certain about all of the above then it could be the scope itself that's at fault.

I'm sorry to keep on about it but it you have to max out the adjustment in any direction just to get a zero then something is not aligned properly. I reckon a one piece mount would set you right - there shouldn't be any need for the extra MOA on a .22

    * edit: I am clearly typing wayyy too slow. All of the above.
