Hi all , I'm thinking of opening a wine bar / cafe and I'm just wondering can I sell bottled beer or , and craft beers with a wine licence . I want to be able to sell wine to people even if they don't order any food much like you would in a normal pub except without the draft . Any help would be good .

No, you'll need a beer/wine on sales licence. Lots of info here.

The licence itself is cheap enough but as you'll need to apply through the courts this will mean legal fee and maybe even architect reports. If in Dublin City Council area it could mean planning permission for "change of use".
