Sorry, I don't really know anything about DIY so it's very basic lol:

It's a hole made with a long drill going all the way from inside to outside. How much would it cost to get something like this fixed? What profession should I call?

Whats the problem? Do you mean the piece of plaster that came away from the wall? Or do you mean you want to remove the cable and fill in the hole?

If its just the plaster, I'd just paint over it. I wouldn't even consider that an issue. But if you REALLY want to be pedantic, a bag of cement is 4 euro, a shovel full of sand is, er I dunno, about 10c? Someone handy to do it could ask you for 20 euro I suppose! You don't seem to understand how much of a non-issue that really is.

A can of expanding foam is E12 around here. If you can use lynx, you can use expanding foam. Lol.

Exterior pollyfilla should do it ... Or a small bag of sand and cement .... It's not going to take long .... If you really don't want to do it yourself check the local newsletter or supermarket notice board for a handy man ... Tell him on phone what needs doing so he can bring sand and cement or what ever ....

Polyfilla do a cement-based exterior filler which is quite good and perfectly acceptable and suitable for a small repair like this- really not worth getting sand and cement in for what is 15 minutes work.

A tube of white paintable sealer (painters caulk) and shoot in from both sides with a silicon gun. Smooth with a flat object such as a knife.
    Job done. 2 mins.
