Modding PAL Wii to access Japanese VC site

As the title says looking to mod my Wii so that I can purchase games from the Japanese VC site (mainly PC Engine games - don't want to pick up a second hand PC Engine - most probably would be the best solution, but Wii is lying idle at the moment) Possible? Thanks
