    http://www.bfxr.net/ lets you create your own and output them as wav's. Even if you don't understand how sound generation works you can just hit the randomize button until you get something you like then tweak it.

    http://www.freesound.org/ is a good source of user contributed samples, you may have to ask the uploader for their permission to use a sample though.

    Yep, there's a lot of stuff on this site. No quality control, though so it's a mixed bag. You can filter by which type of license the creator has uploaded them under.

    Just a quick note on Creative commons licenses as I understand them. CC0 (Creative commons 0) doesn't require attribution, CC3 does. Also, I think there's a non-commercial licence, which means it ok to use in non-commercial (if attributed). If you are going to use a lot of sounds, I'd recommend editing the file name to record who is the owner, and what license the file is uploaded under. Takes a bit of time, but could save you a headache down the line.

    Also freesfx.com(requires attribution). For music, you could try incompetech.com (requires attribution).

    Another thing I found out recently is that if you use MP3 files, and distribute anything over a certain number of copies (either 5K or 50K), you are liable to pay the patent holders of MP3 a royalty. You could look at OGG as an alternative, if whatever engine/framework you are using can handle the file type.
