I believe if you use an Address from Alaska you aren't charged any VAT.

As always with Amazon.com add an address in NH or somewhere else with no taxes
But be sure that the games are steam redeemable (via cd-key) as the amazon downloader doesn't work here (I think)

In my case they did not ask me for address they knew from the credit card, as soon as I added it I got the message

Just go to the section in your account called Digital Library and it should have your games there.
There should be a button called View Product Keys (I think)
And then you just add those games to Steam via Redeem a product code option in the menu bar.

Fantastic value...I still love playing Bad Company 2

And the Dead Space Dual Pack (Dead Space + Dead Space 2) - $7.99 is outstanding value...and perfect for Wireless controller.

Their downloader does work. Its only avail on amazon.com, not amazon.co.UK.
