Issues with garden shed?

    Hi, my neighbour is building a shed in his rear garden, the size and height are totally out of proportion for the size of the garden, It does not fit on with similiar properties in the area, He has not applied for planning permission or consulted his neighbours prior to building this either. Can anybody tell me the measurements that are allowable, this is a stand alone shed built of brick, what distance must it be built away from our dividing fence / wall if any does anybody know ? It is blocking light + views + overlooking my rear garden where I assume that I have a right to privacy.
