Driver with disabilities, Tax relief scheme.

    I have an enquiry about a family member with a disability has been informed by a family friend lately that he might be eligible for tax relief on personal transport.
    The family member has been diagnosed with mild to severe cerebral palsy.
    Would he be eligible for relief?
    Also can the car he chooses be manual? or must it be an automatic gearbox. Reason I ask about transmission is that auto cars are harder to come by and also cost more brand new and hold higher market value on the pre owned market.

    Primary Medical Certificate

    This is a certificate issued by the HSE which certifies that a person is a severely disabled and permanently disabled person for the purposes of Disabled Drivers and Disabled Passengers Regulations 1994. Some of the benefits of this certificate are that you may qualify for a refund of Vehicle Registration Tax, VAT and Excise Duty if you buy a new or second hand car. You may also qualify for exemption of road tax and a refund of VAT on motor fuel up to certain limits.

    You must meet one following criteria to be issued the Certificate:
    - Be wholly or almost wholly without the use of both legs
    - Be wholly without the use of one leg and almost wholly without the use of the other leg such that you are severely restricted as to the movement of the lower limbs
    - Be without both hands or without both arms
    - Be without one or both legs
    - Be wholly or almost wholly without the use of both hands or arms and wholly without the use of one leg
    - Have the medical condition of dwarfism and have serious difficulties of movement of the lower limbs

    To apply for the Primary Medical Certificate you must complete an application form. This form is available from your local PCCC Office (Primary, Community and Continuing Care) and should be returned to same. You will then receive an appointment for an assessment with a Medical Officer.

    @ Shifty, thanks for that info.

    Just a few questions;
    The criteria seems a little vague in its language (well it does to me anyway)

    Does the person applying need to physically have no limbs or restricted use of one or both limbs to fall into one of the categories?

    - Be wholly without the use of one leg and almost wholly without the use of the other leg such that you are severely restricted as to the movement of the lower limbs
    Does this mean that a person with Cerebral Palsy might be eligible? As he has restricted movement of both his lower limbs and also his upper limbs.

    I know he will find out all this after the assessment but we would like to clear up some of the interpretations as to get a better understanding of the process.

    Also do any forum users know of friends or family that has CP and received the Primary Medical Certificate?
