I'm about to move house and I've a feeling that I was caught by a speed camera recently. What happens if I never receive the fixed penalty notification, don't pay it (obviously), court summons is then issued, and I'm none the wiser of any of this?

Use the change of address piece on your Vehicle Licencing Certificate to notify them of change, points are issued to owner of car at address car is registered to.
