Domestic on my street (annoyance)

There was a domestic issue in a neighbours house last night. One spouse was thrown out of the house. She spent the night in the car beeping the horn every few minutes.

The Gardaí came out on multiple occasions to to talk to the person in the car (assuming that someone made a noise complaint) however it didn't stop the noise for more than a few minutes.

So basically was my neighbour who spent the night beeping the horn in the car breaking any laws or can the gardaí do something to her when she is beeping the horn in the car all through the night or can they just show up ask her to be quiet and the leave.

It's contrary to the "good driving practice" advice in the Rules of the Road, at the very least...

The search function in Acrobat on this PC isn't working, but if you search the texts of the Road Traffic Acts, you might find a relevant section.

The ROTR 'advice' quoted above actually quotes the hours during which it illegal to sound a car horn in a built-up area except in an emergency. All the Gardai could do in the OP's case is take the name of the person and summons them. It's a very minor offence and there's no power of arrest, even if the person does it all night long.

Might a Garda not take the view that continuing to beep the horn was likely to incite someone else to breach the peace thereby permitting the Garda to arrest (or hopefully threaten to arrest) the beeper to prevent a breach of the peace.

Section 5 public order? Disorderly conduct in a public place?
