Water Base Decking Stain v Oil Base

I applied a water base decking stain to a deck last year, it has weather badly since then and a lot of it (50% ) has flaked off, would an oil based product have given a better result. I am aware that decking requires a lot of maintenance but I would have thought a Ronseal product would have performed better. Also is there any point in putting a decking oil or protector on after staining to give further protection? I was told in one paint shop that decking oil is generally for hardwoods only. The decking is a red deal type wood and has been pressure treated. Any advice welcome.
