VRT is based on emissions for all cars. Motor tax is only based on emissions on cars originally registered from 2008 onwards. Pre 2008 first registered cars will be on the engine size tax system.

    His question was why

    Why?

Because, for every 04 passat tdi that goes down to €350 tax, there's an almera 1.4 petrol that suddenly costs €1000 to tax.

"Why not let people choose the lower of the two systems?" I hear you ask.

Because they'd lose revenue so why should/would they?

Because while both VRT and motor tax apply to vehicles they are two seperate forms of taxation.

System was changed in 08 so that all imports were vrted based on emissions.
Its only motor tax that is classed differently for pre 08 cars.
That is where the confusion arises.
