can i flashing PSX by eprom or something else for [booting free games] without mod-chip ? and how ? please help me

Firstly there are no free PS1 games, everything is protected by copyright. Secondly, no, you need a mod chip for booting non official content.

i read in Google search that someone has been dumping psx and patching the bios

Thats for use with PS1 emulators though, its not to reflash back to the console
