Flash in metro Internet Explorer on Windows 8 is limited to approved sites if I recall. Are you using a surface pro or a surface RT?

If it's RT see here: http://www.wpcentral.com/windows-rt-flash-player-tool-brings-flash-content-your-surface-browser

If it pro you should be able to use the non metro IE or just install a different browser.

For Pro just use a web broswer (IE10, or any browser) from the Desktop View. In Tablet/Touch Mode, the Tile vers. of IE10, flash content is restricted to white-listed sites. id adore to know if there was a technical reason behind this, perhaps because of RT, but whatever, just use desktop mode if you have a Pro-based tablet.

Apparently it was to block websites which didn't meet with particular criteria, battery usage was a big one, but looking around there was apparently a patch to reverse this so instead of only being able to view sites on the whitelist there's now a blacklist of sites which you can't view through the metro IE.
