Zoned Z4 - gym/training studio usage?

    Hey guys, a few questions that those in the know might be able to help with...

    I'm looking at a gym location move. I've located a fairly attractive location, but have a few queries re: usage (assume in all instances the landlord is agreeable). The property is large and fully covered with a sheet metal roof and block construction (700+ sq/m)

    1) It is zoned "Z4" which seems to be for the following, would a gym (more specifically a private appointment only training centre) be included under any of these headings?
    Amusement/leisure complex, ATM, Bed and
    breakfast, Betting office, Buildings for the health,
    safety and welfare of the public, Car park, Car
    trading, Childcare facility, Civic offices,
    Community facility, Cultural/recreational building
    and uses, Education, Enterprise centre, Garden
    centre, Guest house, Halting site, Home-based
    economic activity, Hostel, Hotel, Industry (light),
    Live work units, Media recording and general
    media associated uses, Medical and related
    consultants, Motor sales showroom, Office (max.
    600 sq. m.)*, Open space, Park and ride facility,
    Petrol station, Place of public worship, Public
    house, Residential, Restaurant, Science and
    technology-based industry, Shop (district), Shop
    (neighbourhood), Takeaway, Training centre.

    2) Assuming it passes the first test, what sort of things am I looking for with regards fire safety certs/usage etc? Any ball park figure on costs? (assuming an empty warehouse style unit)

    3) Finally, parking is somewhat of an issue and the unit is really too large for my current usage anyway, so what sort of considerations would I have with regards indoor parking?

    I'd be proposing some sort of partitioned area approx. the size required for 20 spots w/ access. There's a full height access shutter I can use. What sort of square meterage do I need? (a quick search seems to suggest 2.5*4m per car)

    Any other considerations re: building requirements for such?

    Again, please assume the landlord is 100% cooperative in all the above scenarios, regardless of how unrealistic they appear.

    So eh... in my head this all seems "reasonable" and doable, but practically I've no clue as to building regulations so any advice that anyone could offer would be most appreciated.

    Disclaimer: I'm not looking for any sort of official/legal advice - just whether the ideas above could potentially work in theory!

    As for indoor parking, I've been out of the locality to say that its definitely is or isn't. But I would be surprised if it wasn't an option. In terms of space, I think you'll need 2.5mx5.5m, check the development plan for Dublin City Council - assuming in DCC.

    There'd be a change of use application, a fire cert, and a assess cert. One of the others should be able to give you a ballpark figure for those.
